What It Takes to Get an Australian Passport From the UAE

Only Australian citizens can hold an Australian passport. Here is the route from the UAE: permanent residency, four years in Australia, citizenship, then the passport.

What It Takes to Get an Australian Passport From the UAE

Only Australian citizens can hold an Australian passport. For anyone moving from the UAE, that means three steps before the passport: permanent residency, four years living in Australia, and a citizenship grant.

The payoff is a passport that opens 183 countries without a visa. Australia sits seventh on the Henley Passport Index released on 23 July 2026, level with Canada, Malaysia and New Zealand. An adult passport costs A$422 and lasts 10 years.

For most migrants, the whole process takes about five years from the day they land. If you are just starting out, our guide on how to migrate to Australia covers the basics.

Why the Australian passport matters

Permanent residency lets you live, work and study in Australia with no end date. It does not give you an Australian passport. You still travel on the passport of your home country, and your permanent visa carries a five-year travel facility. Once that runs out, you need a 155 Resident Return Visa to come back.

Citizenship removes that limit. Citizens can vote, apply for any government job, and leave and return to Australia as often as they like. Their children born in Australia are citizens from birth. The rules have changed many times since 1949, as our history of Australian citizenship shows.

"Hassle-free, visa-free access to 183 countries means less friction, less cost and less time lost for Australians travelling abroad," said Dean Long, chief executive of the Australian Travel Industry Association, when the July rankings came out.

Step one: permanent residency

Every route to an Australian passport starts with a permanent visa. For skilled workers in the UAE, this usually means a Skilled Independent visa (subclass 189), a state-nominated Skilled Nominated visa (subclass 190), or an Employer Nomination Scheme visa (subclass 186). People who start on the regional 491 visa can move to permanent residency through the 191 visa after three years. Families can also qualify through a partner visa.

Time spent in Australia on a temporary visa, such as the 482 visa or a 500 student visa, can count towards citizenship, as long as you were there lawfully. But you must hold permanent residency for at least the final 12 months before you apply.

This is the step where most applications succeed or fail. Points scores, skills assessments and English test results all have to line up before the Department of Home Affairs will grant the visa. Our visa comparison shows how the main options differ, and our migration timeline explains how long each stage takes, from first consultation to PR grant.

Step two: four years in Australia

The residence requirement is the longest part of the wait. You must have lived in Australia lawfully for four years immediately before you apply for citizenship.

Time away counts against you. You can spend no more than 12 months outside Australia across the four years, and no more than 90 days outside Australia in the final year.

Break either limit and your eligibility date moves back. People who keep jobs or family ties in the UAE and fly back often need to track their travel dates closely. The Home Affairs residence calculator does the maths for you.

Those four years are also when most new arrivals settle into life in Australia: finding work, housing and schools. Our list of common mistakes migrants make in Australia is worth reading before you land.

Step three: the citizenship test and ceremony

Once you meet the residence requirement, you apply for citizenship by conferral, the legal name for citizenship granted to migrants. The application fee is A$595 from 1 July 2026, which covers the test and the ceremony.

Applicants aged 18 to 59 sit a citizenship test. It has 20 multiple-choice questions and runs for 45 minutes. The pass mark is 75 per cent, and you must answer all five questions on Australian values correctly, whatever your total score. The questions come from the official book, Australian Citizenship: Our Common Bond. Re-sits are free. Reading up on Australian culture and society helps with the values section.

According to Home Affairs data current to 31 July 2026, half of all applications get a decision within 60 days and 90 per cent within six months. The wait from approval to ceremony adds another four to six months. From application to ceremony, 90 per cent of people finish within 13 months.

The ceremony is the step that makes you a citizen. Local councils run them, and you cannot choose the date or place. You become an Australian citizen the moment you make the pledge.

Step four: applying for the Australian passport

You can apply for your first Australian passport straight after your ceremony. You will need your citizenship certificate, proof of identity, passport photos and a guarantor, someone who has known you for at least 12 months and can confirm who you are.

First-time adult applicants in Australia lodge the form in person at a participating Australia Post outlet. The Australian Passport Office says more than 98 per cent of passports arrive within six weeks. Fast Track costs an extra A$107, and Priority processing an extra A$308.

Fees rose on 1 January 2026, in line with inflation. A 10-year adult passport is now A$422, and a five-year child passport A$213.

Australians living in the UAE can renew through the Australian Embassy in Abu Dhabi or the Australian Consulate-General in Dubai. Both take appointments online. The embassy advises allowing at least six weeks.

What happens to your current passport

Australia allows dual citizenship. Your home country may not.

India is the most common example among UAE residents. India does not permit dual citizenship, so Indian nationals lose Indian citizenship when they become Australian. They must surrender their Indian passport before they can apply for an Overseas Citizen of India (OCI) card, which gives long-term visa-free entry to India but no voting rights.

Check your own country's rules before you apply for citizenship, not after.

Where to start

The Australian passport is the last step, but the first one decides whether you ever get there. A refused or poorly planned permanent visa application can cost years.
