Yes, but only for up to 4 months at any one registered education provider. This is enough for short courses or certificate programs. If you plan to study full-time, a student visa may be more appropriate.
The Working Holiday visa itself is not a direct pathway to permanent residency. However, working holiday makers can use the experience to build Australian work experience points, find an employer willing to sponsor a 482 visa, or qualify for a 485 Temporary Graduate visa if they complete Australian qualifications.
